Guillaume Abrioux 70401f955b container: trigger handlers on systemd file change 
When a systemd unit file is changed we should trigger handlers to
restart the services.

Guillaume Abrioux 466f6f35b7 Use systemd module instead of service. 
Using systemd module allows us to do in one task what we did in three
tasks:

- enable unit file,
- issue a `daemon-reload`,
- start the service

Sébastien Han 2aa5286544 mgr: add new role for ceph-mgr 
The Ceph Manager daemon (ceph-mgr) runs alongside monitor daemons, to
provide additional monitoring and interfaces to external monitoring and
management systems.

Only works as of the Kraken release.
