This commit moves containerized deployment related files to `./tasks/`
directory. This is needed to make `docker-to-podman.yml` working since
we use `tasks_from:` option.

This commit isolates the systemd unit files generation for containers into
separate yml files in order to be able importing each corresponding roles
without playing all tasks.
This is needed so we can run ceph-ansible to render systemd unit files
so they call podman instead of docker.

The ceph-rbd-mirror role allows to copy the admin keyring via the
copy_admin_key variable but there's actually no task in that role
doing the job.

The admin keyring isn't present by default on the rbd mirror nodes so
the rbd commands related to the mirroring confguration will fail.
Instead we can use the rbd mirror client keyring.

The rbd mirror configuration was only available for non containerized
deployment and was also imcomplete.
We now enable the mirroring on the pool and add the remote peer in both
scenarios.
The default mirroring mode is set to 'pool' but can be configured via
the ceph_rbd_mirror_mode variable.
This commit also fixes an issue on the rbd mirror command if the ceph
cluster name isn't using the default value (ceph) due to a missing
--cluster parameter to the command.

We already set the become flag to true at a play level in the site*
playbooks so we don't need to set it at a task level.

By running ceph-ansible there are a lot ``[DEPRECATION WARNING]`` like these:
```
[DEPRECATION WARNING]: evaluating containerized_deployment as a bare variable,
this behaviour will go away and you might need to add |bool to the expression
in the future. Also see CONDITIONAL_BARE_VARS configuration toggle.. This
feature will be removed in version 2.12. Deprecation warnings can be disabled
by setting deprecation_warnings=False in ansible.cfg.
```
Now appended ``| bool`` on a lot of the affected variables.
Sometimes the coding style from ``variable|bool`` changed to ``variable | bool`` *(with spaces at the pipe)*.

rbd-mirror can't start when deploying jewel because it needs admin

When using a module there is no need to apply this Ansible option. The
module will handle the idempotency on its own. So the module decides
wether or not the task has changed during the execution.

Useful for softwares that do data collection/monitoring like collectd.
They can connect to the socket and then retrieve information.
Even though the sockets are exposed now, I'm keeping the docker exec to
check the socket, this will allow newer version of ceph-ansible to work
with older versions.

* use a common.yml file that contains things that can be played on both
container and non-container
* refactor the ability to copy the admin key to the nodes

Use a nicer syntax for `local_action` tasks.
We used to have oneliner like this:
```
local_action: wait_for port=22 host={{ hostvars[inventory_hostname]['ansible_default_ipv4']['address'] }} state=started delay=10 timeout=500 }}
```
The usual syntax:
```
local_action:
module: wait_for
port: 22
host: "{{ hostvars[inventory_hostname]['ansible_default_ipv4']['address'] }}"
state: started
delay: 10
timeout: 500
```
is nicer and kind of way to keep consistency regarding the whole
playbook.
This also fix a potential issue about missing quotation :
```
writing `local_action: shell echo {{ fsid }} | tee {{ fetch_directory }}/ceph_cluster_uuid.conf`
can cause trouble because it's complaining with missing quotes, this fix solves this issue.
This patch changes the `when:` keys so that they have no jinja2
delimiters. This avoids Ansible warnings which could turn into
errors in a future Ansible release.
The `always_run` key is deprecated and being removed in Ansible 2.4.
Using it causes a warning to be displayed:
[DEPRECATION WARNING]: always_run is deprecated.
This patch changes all instances of `always_run` to use the `always`
tag, which causes the task to run each time the playbook runs.
With jewel, `bootstrap_rbd_keyring` is not set because of this condition:
```
when:
- ceph_release_num.{{ ceph_release }} >= ceph_release_num.luminous
```
Therefore, the task `try to fetch ceph config and keys` will fail.
We generate the ceph.conf on all the nodes through the
ceph-docker-common so there is no need to push it to the Ansible file.
Also this is breaking the ceph.conf template generation since we only
generate sections based on the host the ansible task is running on.
For example, what's typically happening, we bootstrap the monitor, we
get a ceph.conf generated for a mon only, we go on an osd, we generate
the ceph.conf with osd section (done by ceph-docker-common) but this
gets overwritten by the copy_config task of the ceph-osd role.
