Add the possibility to deploy rgw multisite configuration with a mix of
secondary and primary zones on a same rgw node.
Before that, on a same node, all instances were either primary
zones *OR* secondary.
Now you can define a rgw instance like following:

Basically it's now possible to define `rgw_zonemaster`,
`rgw_zonesecondary` and `rgw_zonegroupmaster` at the intsance
level instead of the whole node level.
Also, this commit adds an option `deploy_secondary_zones` (default True)
which can be set to `False` in order to explicitly ask the playbook to
not deploy secondary zones in case where the corresponding endpoint are
not deployed yet.

This prevents the packaging from restarting services before we do need
to restart them in the rolling update sequence.
We want to handle services restart at rolling_update playbook.

With this, we could have multiple rgw instances on a single host
with a single run, don't have to use rgw-standalone.yml which does not
seems able to bind ports separately.
If you want to have multiple rgw instances, just change 'radosgw_instances'
to the number you want, which defaults to 1.
Not compatible with Multi-Site yet.

If the ceph-radosgw target is not enabled, then enabling the
ceph-radosgw@ service has no effect since nothing will pull
it on the next reboot. As such, we need to ensure that the
target is enabled.

Remove the old check prior systemd.
We only support systemd so there is no need to run a condition on
systemd. The playbook will fail if systemd is not present.

ceph services can fail to start under certain circumstances (for
example, when running in a container) because the default systemd
service configuration causes namespace issues.
To work around this we can override the system service settings by
placing an overrides file in the ceph-<service>@.service.d directory.
This can be generic so as to allow any potential changes required to
the ceph-<service> service files.
The overrides file is only setup when the
"ceph_<service>_systemd_overrides" config_template override variable is
specified.
The available service systemd override files are as follows:
ceph_mds_systemd_overrides
ceph_mgr_systemd_overrides
ceph_mon_systemd_overrides
ceph_osd_systemd_overrides
ceph_rbd_mirror_systemd_overrides
ceph_rgw_systemd_overrides
According to #1216, we need to simply the code by removing the
support of anything before Jewel.

This is purely a refactor. Converts when 'and' conditionals into lists
rather than multiline strings. This does not work for nested
conditionals, but those can be formated with indents.
Moves one line when statements onto the same line as the when command
itself.
A small logic bug was found in ceph-osd/tasks/check_devices.yml which
which was also fixed.

of just `{{ ansible_hostname }}`
* it matches the directory created under `/var/lib/ceph/radosgw`
* and, it matches the client-name used to create the keyring in
`pre_requisite.yml`
