Adding yamllinter to ci steps (#1556) * Adding yaml linter to ci check * Minor linting fixes from yamllint * Changing CI to install python pkgs from requirements.txt - adding in a secondary requirements.txt for tests - moving yamllint to tests requirements

Update Docker defaults to 18.09.5 and drop deprecated (#4624) As of kubernetes v1.14, docker 18.09 is [validated for use](https://github.com/kubernetes/kubernetes/blob/master/CHANGELOG-1.14.md#external-dependencies). Docker 1.11 and 1.12 were dropped. This patch: - Updates the default docker version to 18.09 - Updates Docker packages to the latest 18.09 patch (18.09.5) - Removes options for Docker 1.11 and 1.12

Fixing an issue where trying to install docker-ce-18.09 on rhel7 nodes (or potentially centos 7) without an enabled extras repo the installation will fail because container-selinux >= 2.9 is required. The check for container-selinux upfront should obviate the need for adding an extras repo if the node is able to find it from another source. (#4161)
