Enable torch-mlir LIT tests in Bazel (#1585) 
Adds support to run `.mlir` LIT tests in bazel. 

```
bazel test @torch-mlir//test/...
```

Follow-on PR will contain these updates:
- Add tests to GHA CI workflow
- Add `.py` LIT tests to bazel
