Sean Silva 2ab62aec12 MILESTONE: TorchScript unary tanh runs on RefBackend ... This revamps the TORCH_TO_TCF_PASSES to reflect the new layering that we are doing in the compiler. See comments there for the layering. Also adds `frontends/pytorch/examples/torchscript_tanh_e2e.py` as an "example".
