Now there no lowing for `aten.Int.bool` in `convert-torch-to-arith`
pass. this PR add this support.
Below is the UT.

func.func @torch.aten.Int.bool(%arg0: !torch.bool) -> !torch.int {
%0 = torch.aten.Int.bool %arg0 : !torch.bool -> !torch.int
