Bump yargs-parser and webpack in /static/table-editor 
Removes [yargs-parser](https://github.com/yargs/yargs-parser). It's no longer used after updating ancestor dependency [webpack](https://github.com/webpack/webpack). These dependencies need to be updated together.


Removes `yargs-parser`

Updates `webpack` from 3.12.0 to 5.88.1
